What is SPDS?
The Social Protection Delivery System (SPDS) is an integrated digital platform developed
under the TN-RIGHTS Project to support end-to-end service delivery of departmental schemes and
case management services aligned with the One-Stop Centre (OSC) module — from the
Sub-Divisional level down to the village/ward level.
The SPDS application will come into effect for usage across the state from 23rd March, 2026 onwards.
Migration Timeline

05 Mar 2026
Data migration from present CMT application begins (midnight onwards).

06 Mar 2026
CMT application is now offline. No data entry allowed in CMT from this date. All CRW/CF/Block rehabilitation team activities to be carried out in offline mode only.

06 - 14 Mar 2026
District teams to finalize and freeze the District User Master (users, roles, and mappings). All User Management activities must be completed by 14th March, 2026.

2nd/3rd week Mar
ToT and cascading training sessions at district, block, village/ward levels.

23 Mar 2026
SPDS application goes live. Stakeholders may begin online data entry and other activities on the new platform.
Key Instructions
- Do not enter any data in the present CMT module from 06.03.2026 onwards.
- All activities of CRW/CF/Block rehabilitation team should be carried out only in offline mode during the transition period.
- There is no restriction on using the NOQU application during this transition. Continue to register daily check-in and check-out activities as per standard procedures.
